Forty years ago, Doris “Doc” Leeper had a vision the arts could one day thrive in a small beach town on Florida’s east coast.Leeper, a renowned sculptor who died in 2000, founded the Atlantic Center for the Arts in 1977 and that same year helped put in motion a festival that would make New Smyrna Beach an international destination for artists and visitors.
